Historically regulators have been criticised by courts, commissions of enquiry, ministers and media when an examination of the regulator identifies a lack of competence, capability or professionalism amongst their staff.
Formal qualifications provide confidence to regulators that their staff meet recognised standards of competence. These are independent of the regulator or training provider and are externally moderated.
